Insufficiencies of the legal framework for Arctic tourism

The legal framework for Arctic tourism mainly seeks to ensure safety, secure value for money, and provide for liability for death and personal injury as well as damage to property and safety. This framework may not work well in the Arctic, for example because insurance requirements do not apply and safety communication is delayed due to solar storms. The paper analyses these challenges and suggests solutions to the special Arctic problems.
